Item Classification and ECCN

All shipments must be analyzed to determine whether the items involved are identified on the (Supplement No. 1 to Part 774 of the EAR).


The CCL is divided into ten broad categories, and each category is further subdivided into five product groups. If the item is located on the CCL, it will have an Export Control Classification Number (ECCN) assigned. The ECCN is an alpha-numeric code, e.g., 3A001, that describes the item and indicates licensing requirements.

Physical items that are not specifically identified by an ECCN on the CCL are designated as EAR99. EAR99 items generally consist of low-technology consumer goods and do not generally require a license to export. There are, however, specific circumstances that will require a license, even for EAR99 items鈥攆or example, if you plan to export an EAR99 item to an OFAC embargoed country, to an end-user of concern, or in support of a prohibited end-use.

The Office of Export Controls must verify all ECCN classifications relied upon when shipping tangible items to foreign destinations.
