Heather Hurlburt

Heather Hurlburt is an associate fellow at Chatham House focusing on bridging the gap between U.S. politics and international affairs. From 2022 to 2024, she served as chief of staff to U.S. Trade Representative Katherine Tai, overseeing strategy for President Joe Biden’s worker-centered trade policy. Previously, she led the New Models of Policy Change project at New America, examining the intersection of international policy and U.S. political polarization on issues like trade, climate and nuclear security.

Hurlburt has held senior roles at the International Crisis Group and Human Rights First, and served as a speechwriter for Secretaries of State Madeleine Albright and Warren Christopher, and President Bill Clinton. A co-founder of the Leadership Council for Women in National Security, she also serves on the U.S. Secretary of State’s International Security Advisory Board. She holds degrees from Brown and George Washington universities.
